John Franklin Biggs Jr, a visionary builder and devoted family man who literally shaped the landscape of our communities, passed away on August 21, 2026 at the age of 94. Over a career spanning six decades, John operated as a premier general contractor who worked with Del E Webb in Arizona, Texas, California, and Washinton, Pope & Talbot in Washington, Albert E. Mayer in Missouri, Hallcraft Homes in Denver, The Mission Viejo Company in California, and for the last 30 years with Arnel Development in Costa Mesa. He transformed empty land into vibrant planned neighborhoods, bustling commercial hubs, and tranquil spaces for generations to enjoy. He constructed thousands of multi-family residences and apartments, turning blueprints into warm, welcoming homes for families starting their journeys. Custom Residential Estates: Known for an uncompromising eye for detail, John’s oversite of design and construction of exquisite custom homes that reflected the unique dreams and personalities of their owners. Commercial & Retail Spaces: He brought economic vitality to the region by constructing modern retail centers and functional commercial spaces where local businesses continue to thrive. In one of his most ambitious and passionate undertakings, he successfully managed the excavation and development of blending civil engineering with environmental beauty to create a peaceful sanctuary for public recreation with Mission Viejo Lake. One of his proudest achievements was for Chapman University. He was asked by a university donor to oversee the construction of The Argyros Forum, the business and law schools, student housing, and a large parking structure. Born in Elkhart, Indiana to John Franklin Sr. and Hilda Biggs. He earned a reputation for integrity, demanding perfection from his crews while always treating his subcontractors and laborers with the utmost respect. Beyond the brick, mortar, and concrete, John’s true masterpiece was the family he built and the quiet generosity he extended to everyone he met. He was a mentor to those starting out, a reliable friend to local business owners, and a cornerstone of his family. He is survived by his beloved best friend, his confidant, his wife of 75 years, Dorothy Louise; his 3 children, his son’s wife, his two grandchildren, and three great grandchildren; plus a community that walks through his legacy every single day. His funeral Mass Service was held on his birthday August 27. He was laid to rest on August 31st at Ascension Cemetery in Lake Forest, CA.
